Ukraine is endowed with a vast array of mineral resources, positioning it as a significant player in the global mining industry. The nation boasts nearly 8,000 separate deposits encompassing approximately 90 different minerals, with about half currently under exploitation. Notably, Ukraine holds substantial reserves of coal, iron ore, manganese, uranium, titanium, and rare earth elements. These resources are integral to various industries, including energy production, metallurgy, and technology manufacturing. For instance, Ukraine's iron ore reserves are estimated at 28 billion tons, making it one of the world's top producers. Additionally, the country is rich in rare earth metals, a group of 17 elements essential for producing weapons, wind turbines, and other high-tech applications. The geopolitical significance of Ukraine's mineral wealth has attracted international attention. In October 2024, Ukrainian President Volodymyr Zelensky proposed a "victory plan" that included joint investment and utilization of Ukraine's natural resources with the European Union and the United States. This plan aimed to strengthen Ukraine's economy and secure support against Russian aggression. Subsequently, discussions have been ongoing regarding a U.S.-Ukraine minerals agreement, which would grant the U.S. access to Ukraine's critical minerals in exchange for security guarantees.
